Dear Miss Ogilvie,

Thank you for giving us your comments on the Hong Kong Salaries Commission Report. I passed your letter on to Dr. Sloss, and the following are his replies to the comments set out in your summary:-

1. vonen Labour Officers are graded with Social Workers generally who are put on to the scale of

schoolmistresses.

This seemed to the Commission to be the adequate grading and has the support of the action of the Colonial Office in so grading the women Labour Officer recently appointed. Moron doctors are on the same scale but rise to a higher maximum after passing a selection bar that normally will cell for tuc possession of specialist qualifications. The Woman Labour Officer and the Chief Almoner are graded equal.

Page XXV of Appendix III shows the relation of the starting pay of Labour Officers with that of other professional officers. It is higher than that of marine officers and police who almost in all cases will start at an earlier age and lower than that of school- masters, engineers and doctors who, the Report suggests, should be appointed only after several years experience in the U.K. A general recommendation is made for the recognition of good experience by the grant of a higher starting pay.

The Male Assistant Labour Officers' scale is $50 a month less than that proposed for Assistent Master or for Agricultural Officers, who will be expected to have taken a post-graduate professional diploma. If Assistant Labour Officers were required in
